Minimum Wage Study with Jim Rounds

The Flagstaff City Council commissioned a study to try and address issues and consequences on Flagstaffs economy due to the highest in the state and one of the highest in the nation minimum wages. Jim Rounds of Rounds Consulting was awarded the contract to perform the study. However, complications and controversy erupted with Rounds eventually pulling out of the contract. What happened?
